A judge found Mary Estimé-Irvin violated the City Charter. This is the record.
Mary Estimé-Irvin has held the District 3 seat since 2019. She also sits on the board of the CRA, the city agency that hands public money to builders. On August 26, 2026, a judge ruled that she and two other council members broke the City Charter, the rulebook North Miami runs on.[1][2][3] She is on the ballot again on November 3, 2026.[4] Every claim below links to the document behind it. Each one is labeled so you can see how solid it is.

THE COURT RULING
A judge ruled that three council members broke the City Charter.
Case: Eileen Bicaba v. Kassandra Timothe, Mary Estimé-Irvin and Pierre Frantz Charles, Miami-Dade Circuit Court, No. 2024-010788-CA-01.[10] Verified
What happened. In spring 2024, Estimé-Irvin and other council members moved to fire City Manager Rasha Cameau. She was out by June 2024.[11] Residents filled City Hall to back her.[11] A District 3 resident, Eileen Bicaba, sued. She said the three council members settled it in private, away from public meetings, and stepped into decisions that belong to city staff. One of those was a job matter involving the Public Works director.[10][11] Verified as to the suit Reported as to the meeting details
“The Court ruled that Defendants did not violate the Sunshine Law but did violate the city charter.” — Miami-Dade Courts Public Information Office, as quoted by CBS News Miami, August 26, 2026.[1] “A written ruling will be issued in the coming weeks.”
What the judge decided. On August 26, 2026, Circuit Judge Beatrice Butchko Sanchez ruled from the bench. The ruling cleared the three on Florida's Sunshine Law, the law that keeps government meetings open. It went against them on Article IV, Section 19 of the City Charter. That section says a council member may not tell the city manager who to hire or fire.[1][2][3] Verified
What the Charter says. The Miami Times quoted Section 19. A council member who breaks it “shall be guilty of a misdemeanor and upon conviction thereof shall cease to be a councilmember.”[2] None of that has happened here. This was a civil case, not a criminal one. Nobody has been charged with a crime, and nobody has lost a seat.[2][3] Verified quote in press
Where it stands. The ruling had not been put in writing when this page was built. The three asked a higher court to stop the case. Everything is on hold until that court answers.[3][2] Reported
Her response. The Miami Times asked Estimé-Irvin for comment after the ruling. She did not answer. Vice Mayor Timothe said the ruling is not a criminal conviction and that they would appeal.[2] Her words / no comment
THE $17 MILLION DEAL
Up to $17 million in public money for a 364-apartment project. Her vote is still hidden.
Verified. Estimé-Irvin sits on the CRA board.[12] The city calendar shows a CRA board meeting on Tuesday, June 23, 2026, at 5:30 p.m.[13] Verified
Reported. NoMi Blogs wrote on September 6, 2026 that the board approved up to $17,000,000 in cash for the CityView project at that meeting. On top of the cash, the developer would keep 65 percent of the new property tax the building brings in, for as long as the CRA exists.[5] The project is 364 apartments. The developer called 43 of them affordable. But 25 of those 43 are priced for people earning 120 percent of the local median income, which is above average pay for the area. That leaves 18 truly cheaper units, about 5 percent of the building.[5] The same report found holes in the application. It counts the affordable units two ways, 43 in one place and 36 in another. It gives two prices for the project, $24,462,000 in the staff summary and $96,120,000 in the developer's slides. It has no itemized budget. And the CRA gets no claim on the building if the deal goes bad.[5] Reported
Not yet public. Cities post the paperwork from their meetings: the agenda, the written decision, the notes, and the list of who voted which way. For June 23, 2026, none of it was posted when this page was built.[14] We have filed a public records request for it. Until the city hands it over, this site will not say how Estimé-Irvin voted.
The deal we can actually read
December 2025: the executed Prestige agreement
There is a second deal, and this one we can read. On December 22, 2025, the CRA signed a grant agreement with Prestige District LLC and Prestige North LLC, two companies tied to former NFL player Elvis Dumervil.[6] The agreement says the board approved it on November 10, 2025.[6] Here is what it gives them. Up to $3,600,000 in cash to fix up 110 apartments. Half of the city's share of the new property taxes, until the CRA shuts down. Twelve apartments held at a price working families can reach. And if the companies walk away, the CRA can claim only the furniture and equipment, not the building itself.[6] Verified — primary document in the library
DEVELOPER MONEY
$56,500 from the developer's companies to two North Miami political committees.
State campaign records, collected by Transparency USA, show two checks from Global Prestige Estates LLC. It gave $20,000 to a committee called Building A Better Tomorrow Today on November 20, 2025, and $30,000 to one called Voices of Change on March 3, 2026.[7][8][9] NoMi Blogs reports that Elvis Dumervil gave another $6,500 of his own money to Voices of Change on June 4, 2026.[5] Reported — aggregator and blog
State business records connect the donor to the companies the CRA is paying. Four companies share one manager and one address. Global Prestige Estates LLC, Prestige District LLC, Prestige North LLC, and Prestige Cityview LLC all name GP 19 Management LLC as their manager, at 14050 NE 6th Avenue, Suite 100, North Miami. GP 19 Management LLC names Elvis Dumervil as its manager.[22] Verified

Who runs the committees
The two committees share a treasurer, Aland Pierre-Canel, and even a phone number.[8][9] Ernest Floreal chairs Building A Better Tomorrow Today. Raymonde Anite Bell chairs Voices of Change.[8][9] Estimé-Irvin is not an officer of either one.[8][9] The Voices of Change website promotes events for Vice Mayor Kassandra Timothe, and it names Estimé-Irvin as an honoree at one of them.[15] NoMi Blogs calls Building A Better Tomorrow Today the committee backing her re-election. ETHICS AND FINANCE HISTORY

Card A — Florida Commission on Ethics Verified docket Reported disposition
In September 2022, the state ethics commission sent a case against her to the state's hearing office. It came with a finding of probable cause, which means investigators believed there was enough to look into. The case is In re: Mary C. Estime-Irvin, DOAH Case 22-002753EC. The hearing office closed its file on September 21, 2022 and sent the case back.[16] Reported
A commission summary from December 2023 says the case was dropped because she had left the seats it was about: the Board of Adjustment, the Personnel Board, and a CRA advisory committee.[17] “The motion was granted on the basis that Ms. Estime-Irvin no longer serves in her appointed positions.”[17] The summary never says what she was accused of doing. The case ended over her job titles, not over the facts. Verified
Card B — Florida Elections Commission and taxes Reported — Miami Herald, 2021 Her words
Covering the 2021 election, the Miami Herald reported that she had been cited more than a dozen times for breaking state campaign money rules in earlier runs. The fines added up to more than $9,000, and the state had no record that she paid them.[18] The Herald also reported two federal tax liens, which is what the IRS files when it says someone owes back taxes. One came in 2017 and a bigger one in 2018, together topping $1.3 million. Her home ended up in court after she signed it over in a quitclaim deed.[18] She told the Herald the tax debt came from a bookkeeping error over payroll taxes at her business and that she was paying it down. She said she had cleared some of the campaign fines and would deal with the rest.[18] Whether any of it has been paid since is still unknown. We have a records request ready.
Card C — 2024 complaint and recall talk Reported — Miami Times
After Cameau was fired, The Miami Times reported that a resident complained to the State Attorney. The complaint was about travel, city credit cards, and interference in staffing. The paper also reported that neighbors had started organizing a recall, a petition drive to remove her from office early.[11] The Miami Times asked Estimé-Irvin for comment. She did not answer.[11] No recall vote has been held. What happened to the complaint is not public.
WHAT THIS SITE DOES NOT CLAIM
Where the record stops and rumor starts.
- The $12,850 contract is not her story. A NoMi Blogs article gets shared a lot about a $12,850 CRA outreach contract with Connec Group, Inc. and its agent, Cryston Lewis. That story is about Councilwoman Kassandra Timothe, not Estimé-Irvin.[19] The two women sit on the same council and the same CRA board, and they are sued together in the Bicaba case. Sitting next to someone is not evidence. Nothing shows Estimé-Irvin handed out that contract or made money from it.
- No Sunshine Law violation. The court rejected the Sunshine Law claim.[1][2][3]
- No conviction, no removal. The August 26, 2026 ruling came in a civil case. Nobody has been charged with a crime. Nobody has lost a seat.[2][3]
- No bribery claim. Giving to a political committee is legal. We show you when the money moved and when the votes happened. We are not saying there was a deal.
- We do not know how she voted on CityView. We will not know until the CRA releases its notes from June 23, 2026.

Elvis Dumervil is a former NFL player. State business records show four companies, Global Prestige Estates, Prestige District, Prestige North, and Prestige Cityview, all share one manager, GP 19 Management LLC, at one North Miami address. GP 19 Management lists Dumervil as its manager. State campaign records show Global Prestige Estates gave $20,000 to one political committee in November 2025 and $30,000 to another in March 2026, and that Dumervil gave $6,500 himself in June 2026. Giving that money is legal. This site does not claim anyone bought a vote.
